Comments:

There are a lot of Midwest and east coast alligators on 40m.  Granted they have
achieved great results with their antennas and high transmitting power, but if
they can't hear west-side stations they are just causing un-needed QRM,
definitely not what we would want in an emergency situation.
     Also there are lots of stations who don't listen very carefully before
taking over a frequency from those of us running QRP.  Anyone who listens to
the world-wide beacon network should realize that if you can hear us at 100
watts when we ask you to QSY ( maybe 1/4 of you did) you should also have heard
us at 5 watts if you listen carefully.
