Comments:

Razor thin participation from Quebec this time.  Maybe they should think about
ending it, because a lot of the State QSO Party Challenge stations cannot make
their minimum 2 QSOs.

At the very least, the State QSO Party should give credit for just 1 QSO from
Quebec.
