I think that 450 volt rating is leftover from the tube type TV days.
There were zillions of color TVs made which used the 6JE6/6LQ6/6KD6
etc, etc, for horizontal sweep and they all ran about 400-420 volts
DC. The market for 450 volt caps must have been a thousand times
greater than for anything higher, and we're still seeing the remnant
today.
