[AMPS] Continuously variable power attenuator?

I'm looking for ideas for a continuously variable power attenuator
capable of handling 10-20W at 144MHz. Minimum insertion loss can be a dB
or two, maximum only needs to be about 10dB. The impedance should be
reasonably constant but a precision match is not required.

Any ideas, please?
