Sounds like the same procedure used to rejuvenate CRT's in televisions
and computer monitors. I have rejuvenated many crt's, "cleaned" the
cathodes, once in a while "welded" open elements with a great deal of
success. As far as "other tubes", I have never tried it but I have
heard some people refer to a process popular in the Depression and
during "the War" called "flashing". "Flashing" was I believe, a "kill
or cure" process for an open filament.  - Bill H.
