Sorry to get off topic but just had to add my $.02 worth.

  There is  a threshold in learning anything. In other words, If a person
has not reached a specific level of proficiency he will not retain the skill.
Most people that have passed a 5 WPM test and not upgraded will not
be able to do 1 WPM  2 or 3 years later. But if they had reached the
13 WPM level the odds are much greater that they will retain some
level of proficiency. I passed my 13 WPM test in 1962 and was 
away from Amateur radio for over 25 years. I had no problem
passing a 13WPM  code test with only a week of spare time
practice. I have become involved with the VE system.
I run into many people that had been generals many years ago and
became relicensed. All but maybe one that came to our test sessiond 
passed the 13 WPM test and and he was over 90 years old and passed
the 5WPM test. Sorry to say he passed away before he got a chance to
do the 13 WPM test.
