Rich says to replace any caps showing white round the vents. I'd suggest
changing any where the vent is bulging, too. Vents can be either a dimple or
a small bulge; big caps tend to have a dimple. If even one of the caps has a
dimple, and the rest have a bulge, change them!

I found this the hard way.

Naive question: photoflash type caps are obviously designed for a high peak
current, albeit intermittently. One would presume that they are designed for
low ESR, but if that's so, why do they give up pretty rapidly under high
ripple conditions?
