Is it not the product of watts and seconds that blows the resistor? So the
shorter the 'spike', the higher the power must be? On that basis, where does
that much power come from? 

Comparison with lightning is invidious, in that the total energy is much
greater. 
If the resistor can stand 2 watts continously, then logically it can stand
at least  2kW for 1 millisecond. The limit is when the leads tear apart from
the magnetic field or melt because of the current density, they having lower
thermal mass than the body of the resistor. So Jon's approach is valid.
