Yes. To be precise, the phase of the waves making up the flattened envelope
are shifted relative to each other, thus modifying the resultant envelope. A
bit like the effects of FM through a bandpass filter with poor group delay.

I don't think so - you can have a flat group delay characteristic, where's
there's no 'differential' but there is delay.
