With two tones, it's better to vary the amplitude of both (together or
spearately) but leave the frequency fixed, so that IMD products stay in the
same place for measurement.

The only problem will be finding a radio that's good enough to deliver a
clean drive signal.

How about two transmitters combined, each one gets one tone from the
computer so you can have independant control of the amplitudes.
