You need to have a resistor to limit peak fault current that does not 
explode under fault conditions.  .  I would use a glass-coated 10-ohm, 
10w.unit.    A resistor that explodes with a metal-vapour arc does not do 
the job.  For more than 2800v, I put two in series.  Special 
energy-absorbing resistors are more durable but the cost is about 10db 
more.
