Some years back, there was an article in Communications Quarterly, if my memory
serves, on making an ATV tx from an oven. As I remember it, it was FM, and being
wide band, stability didn't come into it.

A wideband pulse mod or a CW tx seems pretty straightforward. Additionally, for
the 6's in LA County, it might prove the point to the county authorities that
sharing isn't a good idea...
