Joint Army-Navy.

JAN specs went further than just tubes, too.

The US had the sense to try and rationalise between services, unlike the UK. In
the UK, the same tube could have 4 different numbers - one army, one navy, one
air force, and then a 'CV' or 'common valve' number - this in addition to the
commercial number. The same valve could have several commercial numbers,
depending who made it e.g. EF91, 6F12, Z77, etc were all the same thing by
different manufacturers.
