Could be a problem of readings, sampling and related circuits, check 
for wattmeter accuracy too.
With 0.7 or 1A of plate current the input power is over 3 KW, if HV is 
normal. If HV were abnormally low, grid current should be higher.
If output is really low as 1 Kw, where do the 50% of the energy goes ?
Nothing get burned or smells toasted ?
How grid current can be so small with an high IP ?
Does grid changes varying coupling or increasing drive without changing 
it ?
