Even when the SWR is good, that can be the best way. It certainly used to be the
way that big (over 10kW) transmitters were tested professionally - you've got to
dissipate the energy as heat anyway. It's quite something to see the steam
rising from the cooling pond on a cold morning!

Another advantage is that DC can be used in a substitution measurement, so the
method has potenetially better accuracy.
