Try your amp with his PS.

Put his tubes in your amp.

Test the tubes in your amp.

Put his tubes in your amp.

Make sure you have continuity in thr B+ and B-  lines all the way from
the PS to the tubes. If you have a HV voltmeter, measure the HV at the
tube anodes. Are there any fuses in the B- line?
