So what? The amplifiers have Pi-L networks, and the tuner the T network.

Going to a straight pi network in the amplifier and no tuner is going to reduce
the overall harmonic suppression.

Interestingly, the way the FCC rules are written, they imply that the emissions
from the equipment have to meet the limits rather than the emissions from the
installation - the installation, of course, including the effects of any low
pass filter and tuner external to the amplifier.
