[Amps] Plate voltage question

Is is normal for an amplifier under load to reduce in plate voltage ie. 
Watching dc volt meter 2500v
key amplifier and talk swings back to say 2200v ? the amperes meter goes 
forward
I have been haveing a ongoing disscusion with someone and he say every 
amp, he has ever seen, the plate voltage stays the same??????? I swear 
it seems to best of my memory which at times is not great but every amp 
i ever had when you put it under a load the plate voltage dropped.
 How does ohms law come into play here in this situation?
