Conduit is a closed space.  An open space, especially with air blowing 
over 
it, will allow considerably higher current.
  Indeed, Colin.  I use #22 Cu at 15A in TL-922s for dropping the 
filament V from >5.3V to c. 4.8V, and it runs less warm than a 1/4W 
resistor.  However, transformers are a whole nuther ballgame because 
the thermal resistance is much higher.
