In 1965 I was checked and they used plate voltage & current. At that time 
the limit was 1kw input. But they also used a 43 to check output and the 
drive from my old HT 37. All was well though. I was using 2 TV xfmrs 
paralleled for B+ and the old soft 813's just couldn't cut the mustard.
