ABSOLUTELY WRONG!  FIRST OFF, A "SO CALLED" 4 WIRE 240 CIRCUIT IS  REALLY A 
240/120V CIRCUIT.  THE INTENT OF SUCH A CIRCUIT IS THAT SOME 120V  CURRENT WILL 
BE DRAWN AND A NEUTRAL IS REQUIRED SO THE WHITE WIRE WILL INDEED  CARRY 
CURRENT. IF A DEVICE ONLY REQUIRES 240V AND NO 120V THE WHITE WIRE SHOULD  BE 
OMITTED ON THE RECEPTACLE AND THE PROPER ONE USED.
 
THERE ARE DISTINCTIONS WITH 240V AND 240/120V RECEPTACLES AND PLUG  CAPS.
