The bond may be done at or in the customer premises, although for domestic
installations, usually isn't. In my case, the safety ground is separate from
the electricity supply ground because I refused to have PME. However, the
neutral is grounded at the pole in the garden, which is the end of the line
from the transformer, but is strictly in my premises. Hard and fast rules can
be more difficult to apply in rural installations.
The basic principle of dealing with the protective ground wire and the neutral
as being separate conductors with separate functions does, I believe, still
apply.
