     Does this happen with both tubes (does it matter which one you 
use when you test it with a single tube?)  The obvious answer is that 
one tube is soft or completely dead, and the other one is good, but 
that is a very simple answer.  I suspect you have already eliminated 
that possibility and the problem is more complex.
