The RF-104 is not normally set for "ground keying line to tranmit" operation. 
However all that's needed is a 1N914 or similar diode inserted in the Program 
and Junction Board behind the front door. (REAL Amplifiers have doors!)

Also at the bottom of the page are details of what pins on the D type 
connectors at the rear are the keying line.
 
I'm a bit curious about the parasitic suppressor. The amplifer should have one 
fitted as standard - see the photo at the top of the webpage and it's the large 
black tubular resistor attached to the top cap of the tube pointing to the 
right. There is actually a wire running down the centre of the resistor which 
is the inductance. I've never seen any parasitic problems with mine.
