I should have given the physical size of the caps. They are 4 x 4 1/2 x 9 
inches. They are much larger than the de-fib caps shown on the Aerovox page. I 
think they came from some university lab surplus. Pulse Laser maybe? I will 
probably have some of them at Puyallup hamfest.

Hi Dan:

They are defib caps.  At least one manufacturer said they should not be used at 
more than 2/3 of the rated voltage for continuous use.  Hams regularly use them 
with those ratings.  I use a pair decades ago in a voltage doubling circuit.  
The voltage was 4 KV, divided among the two caps.  The amp is still running 
flawlessly.
