The only real way to measure a balun is to put two back to back, then you
know you have the correct match and both ends are 50ohms to measure with. 
Total Losses/2, natrurally.

to the braid of a coax quarter wave from the end.

I'm not sure how best to test this - near field probe around the coax ??
