The Al-80B manual says that the input swr is 2:1 at 20% of center band,  
accordingly, you would never have a 1to1.04 swr on the input at 30 meters in 
the  
20 meter position.  As Steve indicates you would have to retune the input  for 
30 meters, but then it would not operate well on 20 meters.
