The 20 ohm step start resistor should be OUT OF THE CIRCUIT in less than
about 1/2 second. If the resistor is burning up it is because the step
start relay contact is not shorting out the resistor. I'll bet your step stat
relay is bad or the contacts are bad. The reason why it only burns with
the tube in the slcket is because there is too much line current being drawn
and over heating the resistor. With no tubes in the socket there is not
enough line current to burn it up. Check your step start relay or the
contacts and you'll see one of the 2 are bad. Lou
