What happens with water-cooled loads is that
when the temperature rises to the boiling point
of the water, bubbles appear on the surface of
the load material.  These prevent the heat from 
being taken away at that spot.   Those spots
then overheat further, getting still hotter and the 
thing basically runs away.

When I was learning the ropes at Continental
high-power shortwave that was one of the 
"biggies" I learned.
