You can't measure the PIV - that is something that manufactures design for.

You could measure the voltage at which it avalanches, but that would not be the 
PIV.

Personally I would look at the circuit and see what I thought was reasonable. 
If 
something runs from 12 V, then you are unlikely to need a 1 kV diode. But 1 kV 
diodes don't cost much now. I'm not sure if they are any more expensive than 
lower voltage ones.
