These items are in widespread use in C-band satellite dishes.  You could 
probably find one just laying around.
You only asked for the encoder and they are inexpensive, or were. 
Decoding and direction are something else.

BTW I've been considering this approach for turns counters instead of 
the mechanical counters, then they could be used locally or remote. 
(control ore read)
