I looked at the pictures and did not see a bandswitch and noticed a few odd 
things.
One, was that one end of plate coil was grounded. maybe this was just a 
temporary 
position while positioning things.  The only vacuum relay I saw was a TR Switch.
However, I noticed the use of what appeared to be "Red" toroids for  parasitic 
supressors.
