Sure. One is one one leg of 240V, the second on the other leg, and there 
is no connection on the primary side to ground or neutral.  Yes, a 
capacitor or the transformer could short, and would likely blow the 30A 
fuse.  And even if it didn't, the 20A circuit breaker would.  The main 
thing we are trying to protect with tighter fusing is stuff on the 
secondary side of that transformer.
