Yes and No.
ISO won't make a silk purse out of a sow's ear.
ISO forces the company to have written procedures that are current and are
applied.  That is a good thing.  Then theoretically everyone is consistently
following the same procedure.  The company writes the procedure.  If test
equipment is trashed, it is the fault of the company for the way THEY wrote
the procedure.

I'll say it again:  The best assurance of quality product is a company
which jealously guards its reputation and will not tolerate shipping
inferior product. Quality can NOT be imposed from outside. It comes from
within the company and always from the top down. 

SIO-9xxx is bureaucratic make-work.
