Yes it is.

Arc inside tube or HV touch to the ground make
a large surge current.
Without the series resistor tube, power supply diodes,
meter circuits may be damaged.

Or sometimes itself can burn or cut buy the current.
Anyway it can protect other circuits.

It will make a big explosion to a small arc.

I am using a 50 ohm 100W enamel coated wire
wound resistor at the output of my HV power supply.

So where does one find a 30 to 50 ohm 25 watt resistor that can safely
handle 4000v?
