If the swr is too high and you have excess drive, make up a 2 db 50 ohm pad.  
My Alpha uses an untuned input with an impedance transformer and resistive 
loading.  When the FCC amplifier rules changed, they suggested removing the 
resistors.  That also increases the swr a bit.  A pad of the correct impedance 
will improve the mismatch - if you have excess drive available.
