I changed the resistance of R7 to 880 ohms to make the meter read correctly. Thanks for all of the suggestions.

I bought a replacement plate current meter from an OLD guy on QTH.com... (Yes... you know who he is)...

It had the right part number on the face, but looks really old and has quite a few differences in it vs. the meter that was in the amp.

Any idea what the correct value of R7 is (series 1500 ohm resistor) for this super old meter?

A search engine netted someone that was selling them on EBay. The auctions stated that R7 needed to be changed out... But the auction is long gone.
