It has been that way for decades as far as casual CW. OTOH there is plenty of general DX, DXpeditions and almost a contest a week to keep things happening at least down in the Extra part of the bands. I almost never tune above that.

Except if  you tune the CW bands now, they are pretty much empty.  It is
just unbelievable how few stations are on if there is not a contest going
