I have a pair of 500 pf CRL 859 15kv capacitors that were removed from a
3CX3000 amp. They measure 746 and 731 on my tester. The tester seems pretty
accurate on the other ones I have checked. These were used as plate blocking
caps. 10% would put me at 550pf. Has the capacitance changed from use?

Generally that does not occur. That is probably how they were born.

I buy several 100pF 1% silver mica capacitors from more than one
source to test capacity meters.
