There is no "must be".

While the 40m will probably benefit more from being on top, the weight of the 
antennas and the 
material your mast is made of may determine which antenna goes high.

assuming there´s no problem with this 2 antennas in the same mast 8-10
ft apart, will antenna must be on the top??
