One suggestion has been to limit the percentage of "same station" contacts.
Yes, you want to work your buddies, but since the intent of rovers is to afford
more grids
to EVERYONE, this seems outside the intent.
Another idea is that you have to stay in the same grid for a minimum period of
time, like
an hour or so. This means you can still work all your buddies, but presumably
in the
remaining time you will work others outside the "caravan". Of course, that
means you
have to stay at this intersection for a minimum of 4 hours, limiting the number
of
"corners" you can visit.
