This rationale only holds up if the same penalty is applied to other 
"busted elements" of the exchange.  Seems IMHO that any error
in call, report, power, zone, section, or whatever should be treated
the same in terms of "subtractions" or "Penalties".  

Since the call is typically the "longest" element of the exchange 
(most number of characters) and least predictable, it is already heavily
weighted in terms of possible mistakes and consequent deductions.

Some candidates for heavier penalty might be:
  
        Zone = Even if you don't use CT, you can most times deduce
                zone from the call sign.  Even if you miss it, chances
                are good you can figure it out.  (Deduct 25 Q's?)
  
        Prec (in SS) = Only 3 possibilities here - You miss this and you are 
                simply sloppy.  (Deduct 25 Q's?)

        Check (in SS) = Only 2 numerals, and subject to at least a minimum
                "reality check" (a 1x2 call will not have a check in the 80's
                or 90's, a KC#XXX with a check earlier than 85 should 
                bear a repeat, etc.).  (Deduct 15 Q's?)

        Serial # = Still less "possibilities" than calls and easier to copy.  
(Some 
                chance for "reality check - no one reports 4 digits in the first
                2 hours).

Point:  The call is generally the toughest part of the exchange - a "multiple" 
penalty
here is the old proverbial "double whammy".
