The Dayton Amateur Radio Club ( Sponsor of Dayton Hamfest) has that problem.
Due to reason beyond the control of the Club trustees what used to be available
which was the W8BI club station wiht 3 towers , about six beams , satelleite, 
etc.
has no longer been available due to inability of securing the equipment, keeping
control of who had club keys... or providing any other method of surveillance.

so the solution is to make it available only when a "commitee" member is there
the problem is that some of the bands are only open during the daytime... for
example 15 m. 

This solution has been proposed but it is either too technical or there is more
politcal reasons why not.... 

So only a few use it at a time... but like any club   the trustess are
elected by less than 20 % of its membership.... and less than 10 % attend
their bi-weekly meeting.... what brings most of the club member together
is the annual event of Hamvention...
