That's certain subject to a rather strict interpretation.

I don't remember opinion being "Split." I ran into this behavior from a
"W6" during one Sprint. He worked someone in "5" land, then I worked him,
then I started calling CQ. He ragged all over me saying that it was his
frequency, because he didn't "solicit" my call.
I didn't argue with him then, just QSYed and went on. But I did bring it
up on the list. And opinion was overwhelming AGAINST this behavior.
You might split your hairs this way, but that's certainly not the spirit,
intent or MEANING of the rules.

Perhaps it isn't in the RTTY rules because people haven't flagrantly
violated the rules in this manner, as they have in sprints in other
modes. Don't look at it as a "soft" approval.
