If you have Windows95, there is a freeware program called Dimension4
that will synchronize your PC's clock over the internet.  For
freeware, it is very well written, has a good help file and is easy to
use.  It claims to be able to set your clock to within 50 ms.  You can
download Dimension4 from:

And best of all, it's not even shareware, it's totally free.
