How about a voluntary code for QSLing, encouraging people to only send QSLs
for "significant" contacts? 

Some contest stations (and others) practice "saturation bombing" - QSLing
everyone they work. 95% of the stations probably don't want the card, most
feel obliged to reply, and most received cards eventually go in the bin. 

I have well over a dozen identical cards from one station, for contacts on
the same band in different contests. I replied to the first two, then gave
up. This is not the kind of thing that endears people to QSLing 100%.

We all have special QSLs that we treasure - firsts on different
bands/modes, rare expeditions, the odd famous call. If we could ration
ourselves to only send QSLs for these contacts, then QSLing would regain
some meaning and reply rates would surely improve.
