If the 1 pt/qso will bring an increased activity, wpx will gain
  an advantage from it.

In a short term perspective, because of the good propagation and
the USA interest to the new rule, this is quite possible. Both USA
and foreign contesters will have an higher score, one because of the
new rule, and the other because of the increased USA partecipation.

Until 15m and 10m will be opened, giving to everyone aiming for
results the choice to privilege 3 pt/qsos, (and to everybody else
the illusory benefit to log and score a great number of 1 pt/qso),
a fixed 1 pt/qso among USA, won't change too much the situation,
  at least for potential winners.

When a low sunspot number will force more people on lower bands,
Europe and Japan will suffer a lot, and their partecipation to a
sectionalized (by continent and N/S) wpx contest will probably have
  a noticeable decrease.

A close proximity to USA or Europe but outside the continent, with
an easy 3/6pts for each qso, will stay the unbeatable key to win.
This sparkling advantage is at least doubled during solars' minima.

Something similar is valid inside the USA and nothing will
substantially change about winners. The east coast will continue
to have an advantage by adding the european qsos to the domestic
ones. This benefit will be more outstanding when hi bands won't
  be good any more.
