[CQ-Contest] Multiple single bands - same call

I agree regarding the rules.  I had the same problem last year and lost out to
a station using the same call on two single band entries.  The rules are
something to laugh at it seems and no one follows them.  Maybe some day the
rules will be applied as they should to keep the playing field fair.
