Contests say in their rules to send a "serial number" not cut numbers or 
anything else.  The log checking procedure of ignoring cut numbers follows 
the rules of the exchange format. Obviously the integrity of the checking 
software follows the principles of the rules as stated.

The problem is that people tend more and more to follow the example of 
sending cut numbers.  Does it save time ?  Debatable.  Surely not for many on 
the receiving end and likely not for the sender when the guy needs the whole 
number again.
