[CQ-Contest] Novice/Tech + Station at Field Day

Hi guys,
Just read through the downloadable "FD" packet provided by the ARRL =
http://www.arrl.org/contests/announcements/fd/ (see page 20)

and found an interesting addition to our discussion regarding the =
Novice/Tech + station at Field Day.  According to the FAQs, a higher =
class op CAN operate the N/T station.  Am I reading this wrongly, have =
things changed, or was there just a temporary memory lapse on the part =
of the writer?
